ABU DHABI // The UAE model for development and progress is accessible to all, Sheikh Mohammed bin Rashid, the Vice President and Ruler of Dubai, said yesterday.
"Our doors are open for sisterly and friendly people - our state desires good and stability to sisterly Arab countries and people," Sheikh Mohammed told senior Libyan government figures participating in the leaders' programme organised by Dubai School of Government and the Libyan Veterans Affairs Commission.
The turmoil that some Arab countries were experiencing will only shuttle their nations backwards, and Arab people must opt for cooperation to achieve real development and build the future for the next generations, Sheikh Mohammed said.
He told the visiting group that cooperation in activities such as the leaders' programme provided an opportunity for them to "learn from us and we learn from them".
Sheikh Mohammed hoped the Libyan government leaders would go home with a clear vision on how to lead work teams.
He said a leader was someone who did not place barriers between himself and clients, whether from work teams or ordinary people. A leader was the one who inspired and motivated his work team, presented a sound, clear vision through which they moved ahead, and implemented that vision for the benefit of the nation and the people.
"We in the UAE have learnt from our experiments and from our fore-brothers. Every day we learn something new and innovate in a new field - you are here to learn from us and we, on our part, learn from you," Sheikh Mohammed said.
"I am delighted to have you here with us and this is a good step for you on the path of learning, knowledge acquisition and addressing of challenges which we are facing every day, just as the people of Arabia suffered in their early life from shortage of water and natural resources and other life essentials."
Sheikh Mohammed stressed the importance of cooperation and mutual exchange of knowledge and experiences among the Arab peoples to realise higher national interests.
He said the path of conflicts and disputes would lead nowhere and would not benefit the people - history would register that.
Sheikh Mohammed said he was glad that a group of young Libyan leaders were to draw lessons from the UAE's successful experiment in development and government management.
He said he was the first leader to call for promoting principles of inter-Arab cooperation, sharing knowledge and experience and harnessing available energies in each state, as this was the fastest way to achieve quick progress in the broader Arab World.
At the early years of establishment, Sheikh Mohammed said, the UAE had gained experience from building government institutions, improving their services and enhancing their role in the local community and abroad.
