Will the car2go scheme work?

For Dh1 a minute you can drive a smart car in the German city of Ulm in a pilot scheme to cut the cost of motoring. The system has no joining fees, insurance worries or fuel costs and is based on the Velib community bicycle system in Paris. There are concerns over theft, cleanliness and refuelling.
