While the Emirates enjoys a long-standing security guarantee from the United States, the country has sought to broaden both its sources of materiel and security partnerships. The country's prior purchase of French Mirages to supplement its contingent of F-16s is demonstrative of this intent. And as seen in Nicolas Sarkozy's article for The National today, France's security guarantees from its 15-year-old defence agreement have been proffered in the strongest possible language. But the foundation of "Camp Peace" is more than an exercise in hedging by the Government.

The country does not simply rely upon other nations to guarantee the peace and security of its residents and citizens. Admittedly, the UAE still needs help to fend off external threats, but that does not mean it is merely a client state. The military is among the most technologically advanced and best equipped fighting forces in the world. But beyond its capabilities, the UAE has shown a commitment to its own, the region's and indeed the world's security. The country has been an active participant in multilateral diplomatic and security efforts throughout the world. From peacekeepers in Kosovo and Afghanistan to participating in the Gulf's Peninsula Shield Force, the UAE's global military presence belies the size of its population.

The UAE has also sought to be a model citizen in the global community. The recent signing of the 123 agreement by Barack Obama paves the way for a landmark civilian nuclear programme in the Emirates if it is ratified by the US Congress. Both the UAE and the international community would benefit if the agreement is implemented. Beyond providing this growing nation with the electricity it desperately needs to sustain growth, it would be a strong rhetorical tool against nations such as Iran and North Korea.

While the increasing co-operation with France is a boon to both national defence and national development, it is important to emphasise that France is a partner.
