But Angelo Gregucci, Manchester City's assistant coach, admitted the 25-year-old, who grabbed a hat-trick against Roma at the weekend, is on their list of targets.
"I don't know if the club will lay siege to Napoli or Cavani, but every club with a player of the highest level will be courted by bigger clubs," Angelo Gregucci, Manchester City's assistant coach, told Radio CRCs.
"Mancini decides the transfer targets with the new directors. If you ask the clubs who can afford Cavani, for example Real Madrid, Bayern Munich and Manchester United, then I think they'd want Cavani just as Manchester City wants him."
France international forward Guillaume Hoarau has joined Chinese Super League soccer club Dalian Aerbin from Paris St Germain.
The 28-year-old Hoarau, capped five times for France, signed a three-year deal with the club.
"Here we go," Hoarau wrote on his official Twitter account underneath a picture of him displaying a Dalian Aerbin scarf.

Wesley Sneijder could be set for a move to Turkey after Galatasaray revealed they had opened negotiations with Inter Milan to sign the unsettled player.

Sporting midfielder Marat Izmailov has joined Porto in a swap deal for Portugal international Miguel Lopes.
Russian international Izmailov, 30, joined Sporting in 2007 and has been an influential player in the last few seasons. However, he has been plagued by several injuries of late and sparsely used in the first team.
"Sporting informs that Marat Izmailov was transferred to Porto and that Miguel Lopes was signed with a contract that runs until June 2018 and has a buyout clause of 20 million euros (Dh 96m)," Sporting said in a filing to the Portuguese stock market regulator's website.
Lopes, 26, is a versatile defender who can play both as a left and right back and was perhaps the biggest surprise call-up in Portugal's Euro 2012 squad.
