What should Abu Dhabi do to solve the licensing problems in its healthcare system?

Private hospitals are complaining that a lengthy licensing process at Abu Dhabi's health authority is causing huge staff shortages, with patients being forced to wait for hours. Should the government amend the new licensing law to make it easier and faster to recruit doctors, or would that have a detrimental effect on standards? Will this problem have a long-term impact on the health of the capital's population?
