What should be done to keep Dubai's streets clean?

Party goers are leaving the streets of Deira in Dubai strewn with litter but it is residents who face the headache of cleaning up the mess. Is this something that people living in a busy metropolis anywhere should expect or should the authorities be imposing heavier penalties for littering?
