Police have recorded more than 3,300 instances of "bad behaviour" on Dubai beaches since the start of the year.
Cases include 114 men who were caught photographing women in swimsuits.
More than 2,800 offences were for what police call overdressers, those who go to the beach with full dress to stare at other beachgoers.
Another 259 people were caught wearing underwear instead of swimwear. These people were made to sign a document promising not to re-offend.
