FNC debates obligatory reporting of sick animals

ABU DHABI // Residents who come across an animal that could have a contagious disease would be obliged to alert the authorities, under an animal health bill discussed yesterday by the FNC.

And if an owner takes an animal to the vet and finds it is sick, they and the vet would have to separately report it to officials.

Questioned about the need for double reporting, the Minister of Environment and Water, Dr Rashid bin Fahad, said it was important to ensure the safety of animals and humans.

Ahmed Al Shamsi (Ajman) said the police should not be involved as they had nothing to do with animals, but Rashed Al Shuraiqi (Ras Al Khaimah) disagreed.

"Having the police involved is vital. They are here for the people and they are always accessible," Mr Al Shuraiqi said.

Members also disagreed on the need for everyone to report a sick animal.

"You cannot make people accountable over an animal stranded on the street," Ali Al Nuaimi (Ajman) said.

But a majority decided not to amend the bill after the minister warned it could have unintended consquences.

"We will open doors that we don't need to open," Dr bin Fahad said.
