This is wishful think, based on a lot of assumptions. The USA is backing out and backing down on Syria, as the writing is already on the wall for everyone to see. Quantitive Easing in the US financial markets, by the US government will be the downfall of the American Empire. One can not eat money, regardless of how much is available. A totally de-stabilized middle east is good for no one, even the Israeli's realize this.

"The Arab impulse for emancipation has been remarkable." This line gives the reader the strong impression that "freedom" and "democracy" were the major reasons the Arab masses rose up. Nothing could be further from the truth. When Egyptians, given the opportunity to vote in the parliamentary elections, elected by overwhelming margins ant-democratic,and anti-Western parties. Seventy percent of the seats are now in the hands of the Muslim Brotherhood and the even more extreme al Nour party composed of Salafists. The Tunisians also elected an Islamist party to lead them. I know that if I was interested in democratic change, these are the last parties I would vote for. Not only did the people not vote for democracy, they didn't vote their economic interests either. They voted their religious interests. The word "freedom" or "democracy" cannot be put in the same sentence with the words "Assad regime," or "rebel forces."
