I don't think French leaders' words are "toxic"... Just imagine the UAE leaders' reaction if some foreigners declare that they have a "right" to settle in UAE at their own will, that they have "right" to UAE citizenship and money stipend, and to have as much churches, synagogues, temples as they want, and to have their own religious laws made mandatory in places where they turn up to make a plurality...
