It is not a cheap place for people with low wage. I do not see any problem if the employer of the taxi driver pay for food, place of stay and other services and the driver takes home a basic rate propotionate to their earning. Unless this is done using some legal claws is unethical.

So let's summarise the situation: 1 - Tawasul sets driver's a target 2 - Drivers meet the target they're obligated to achieve 3 - Tawasul has a problem keeping enough vehicles on the road 4 - Tawasul decides that instead to reduce the driver's commission for reaching their targets, forcing them to work for longer. So the company has a problem with service availability and decides to exploit the employees whom have achieved their targets, to make up for their management failings. Stunning leadership I must say. Sounds like the kind of place you don't want to work irrespective of what your role is, if you know your management will pass on their problems down the line.
